It's incredibly likely that if nuclear weapons were ever used, regardless of the country that used them, the country getting nuked would immediately retaliate and strike their current enemies, (edit: in the event they had nuclear weapons) and those enemies would attack their enemies, and those enemies would attack their enemies, etc. Such is the basis upon which M.A.D. is based, and is the sole reason why we haven't nuked ourselves to shit yet. And Iran and Iraq don't have nuclear weapons. It's the only reason we've gotten as close to war as we have.

Well, nuclear war has never happened, and it's impossible to tell for sure what would happen. To be frank I don't trust that current world leaders would do much less than that. If the destruction of their country is assured it's probable that they would want to take out all possible threats, before the countries infrastructure is completely destroyed. And I will admit that it was a bit of an overgeneralization to say that every country would do that, but countries like China, those less concerned with preventing mutually assured destruction, would be less concerned with trying to eliminate all possible threats.
